Pandemic of H5N1 Avian Flu: It is coming, we must prepare!

Pandemic:

An influenza (flu) pandemic is a worldwide outbreak of flu disease that occurs when a new type of influenza virus appears that people have not been exposed to before (or have not been exposed to in a long time).

Recent news came into our offices at the WIBR here. We have been reporting on our news sites about H5N1, Avian flu virus. The latest news came from a source close to WIBR. Sources who are to remain anonymous, stated that a recent city level meeting of Disaster preparedness, Police, Leaders, and the local Coroner was for the purpose of bringing the level of readiness up for meeting the threat of the H5N1 Flu virus.

The meeting was held in Gillette, Wyoming and the details of the whole meeting were not disclosed, but main information brought to our attention was the scope of what the potential threat could be. The meeting revealed that the coming Bird flu, if it occurs and infects humans could expect 25-30% mortality locally. The local meeting of leaders was quoted as saying, “we would order in more body bags”. The discussion also centered in on “where to bury the bodies”. As well, the aspect of the town having to be shut down, people not being able to come or go. Commerce (trucks, trains, and related) would all be closed or stopped from inter or intra state as well.

According to WHO, who reports on human cases of avian influenza A (H5N10, the overall mortality rate in these cases has been 60%. [www.cdc.gov/flu/avian/outbreaks/current.htm]
It should also be noted here that the H5 or H7 viruses in outbreaks worldwide have an extremely high death rate among animals it strikes. Right now the figure for mortality is between 90% to 100%. [www.cdc.gov/flu/avian/gen-info/spread.htm]

History has also shown in these cases that certain drugs used to fight the Avian viruses are ineffective.
Four different influenza antiviral drugs (amantadine, rimantadine, oseltamivir, and zanamivir) are approved by the U.S. Food and Drug Administration (FDA) for the treatment and prevention of influenza. All four have activity against influenza A viruses. However, sometimes influenza strains can become resistant to these drugs, and therefore the drugs may not always be effective. For example, analyses of some of the 2004 H5N1 viruses isolated from poultry and humans in Asia have shown that the viruses are resistant to two of the medications (amantadine and rimantadine)—[www.cdc.gov/flu/avian/gen-info/avian-flu-humans.htm]

The spread of the H5N1 virus has migrated through a litany of species. From chickens to ducks and other birds, to pigs in China and Vietnam, to cats in various nations, dogs in Thailand, tigers and leopards in zoos in Thailand, and to Marten’s in Germany, and a wild civet cat in Vietnam. Add to this current known human infection and you can see why authorities are concerned over this.

It was January of 2007 when the avian virus hit Egypt and killed two human victims. Scientists were worried as in this case, the virus seemed to have developed resistance to the drug they were using to combat the virus. The drug was oseltamirvir, one of two antiviral drugs used to fight influenza.

Typical influenza like symptoms are among the avian’s virus symptoms. These can range from fever, cough, sore throat, and muscle aches, to eye infections, pneumonia, acute respiratory distress, viral pneumonia, and other severe and life threatening complications according to the CDC.

The influenza A virus subtypes are H5 and H7. These are the ones associated with human infection. Although current mass contagion among humans is rare and has not occurred, many scientists fear that it is only a matter of time. A global pandemic could occur with these Viruses if such a subtype of influenza A occurred among the human population, and the virus actually caused serious illness in the humans who contracted it, and the ability of the virus to spread easily from person to person. If these three things occur, then such a pandemic would occur. The CDC reports that there is little pre-existing natural immunity to the H5N1 viral infection in humans. If such an infection did occur then with a wide spread pandemic of this virus, then high rates of illness and death would occur. Scientist, governments, and Experts world wide are monitoring the H5N1 situation very closely.

Government officials have been working to meet this challenge. Their sense of urgency was related to the public on their website, called pandemicflu.gov. It was in this outline of the pandemic flu that officials stated: “Driving our sense of urgency is a two-part reality: (1) that six months are needed from the start of a pandemic before a well-matched vaccine can be developed and (2) that, even then, current domestic manufacturing capacity is insufficient to provide a pandemic vaccine for all Americans in advance of a possible (many experts would say “likely”) second pandemic wave.” [www.pandemicflu.gov/plan/panflureport4.html]

From what officials believe, we see that this pandemic is expected and the government is preparing for it. When it does hit, a high mortality rate and spread rate is likely. From the start of this plague, it will be six months to create a viral medication. Then the production of it will begin. After all this, officials believe a second wave of the pandemic could occur.

It was with this in mind that Health and Human Services secretary, Mike Leavitt announced a “FY 2007 Public Health Emergency Preparedness Cooperative Agreement and Pandemic Influenza” which stated that the HHS has provided another $896.7 million to the states, territories, and four metropolitan areas to respond to public health emergencies. Within this funding proposal was $175 million for pandemic influenza preparedness (H5N1 strains) and another $57.3 million to support the Cities Readiness Initiative, which ensures oral medications during a public health emergency. Moreover, it is probably in response to this money being provided that many states are starting to get their readiness in order for what they seem is a very real and potential threat. With the threat coming, even President Bush saw the proverbial writing on the wall. The pandemic would cause food shortages, rioting, and many more scenarios? Bush met all these potential threats with his Executive Order: Amendment to E.O. 13295. This relates to influenza viruses and quarantinable communicable diseases. The amendment by the President adds the new subsection which states “influenza caused by novel or reemergent influenza viruses that are causing or have the potential to cause, a pandemic” (like Bird flu). People could be kept inside for months, either at home, hospital, or other institution. It is with this quarantine that people, if not prepared could run out of food, water, and other necessities. Such items would be needed and probably have to last at least the duration of the pandemic. Which in some cases look like at least six months or more, in order to wait for a medication for the virus.

By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 361(b) of the Public Health Service Act (42 U.S.C. 264(b)), it is hereby ordered as follows:
Section 1. Based upon the recommendation of the Secretary of Health and Human Services, in consultation with the Surgeon General, and for the purpose set forth in section 1 of Executive Order 13295 of April 4, 2003, section 1 of such order is amended by adding at the end thereof the following new subsection:
“(c) Influenza caused by novel or reemergent influenza viruses that are causing, or have the potential to cause, a pandemic.”. Sec. 2. This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, entities, officers, employees or agents, or any other person.

If you have not heard of this virus or not prepared to meet it head on, then I suggest you do so. The threat is real. The first time I really heard about the threat of this virus was from an acquaintance of mine. This person was interviewed by me twice for our WARN radio program’s. He first told of this coming plague in 2005, where the plague would:
